i want the system to decline the transaction when detected a duplicate data (which i have set unique key on a field of table "clarg_virtualmoney_exchanges").

Hello,

If by duplicate data you mean, the same sender and the same receiver, then you can set the fields user_id1 and user_id2 as primary keys.
