Hello Frank

You have mentioned exactly my point. (if the user change anything in the expired ad, it need to be checked by the administrator before the publishing). This is very important to prevent site administrator from spam users, and also it is very important to validate updated ads by site admin because in some countries posting and publishing prohibited items like porn pics is a big problem.
Mr.Loic has given me the solution for this issue and it is already been fixed.

However also if the option on each modification is on, if the ad is expired and the user renew it with no modification, the ad is published automatically with no moderation.

You were right, the ads is renewed.
However, the options are not so they will run until their own expire date.
